为加速我国移运通信产业发展,提高自主开发能力,国家计委从1997年开始研究、扶持移运通信产业成长为信息产业新的增长点。1999年,国务院办公厅以国办发[1999]5号文件颁发了《关于加快我国移动通信产业发展的若干意见》,为移动通信产业发展制订了重要的宏观政策。根据该文件,国家计委、信息产业部从1999年开始共同组织实施了移动通信产品国产化专项,并从国债中安排了4亿元、从1999—2001年电话初装费收入中提取5％,用于支持我国移动通信产品研究开发和产业化工作。
