交通拥堵是目前我国几乎所有城市都面对的棘手问题,各地政府也想尽各种办法应对城市交通所面临的难题,但都不能达到预期的效果。本文认为,只有大力实施“公交优先”战略,才能达到治本的目的。公共交通优先不仅是缓解城市交通拥堵的主要途径,而且对实现节能减排、促进土地节约利用、体现社会公平都具有重要意义。本文对公交优先的内涵、公交的比较优势进行了分析,提出了公交“六大优先”的理念,并借鉴新加坡的先进理念,对淮安市如何实施公交优先战略、体现交通引导发展理念提出了针对性的措施。 Traffic congestion is a thorny issue facing almost all cities in our country at present. All local governments also try their best to deal with the problems faced by urban traffic, but all of them can not achieve the expected results. This article argues that only by vigorously implementing the “bus priority” strategy can we achieve the goal of root-cause management. Public transport priority is not only the main way to alleviate urban traffic congestion, but also has important significance to realize energy saving and emission reduction, promote land conservation and utilization, and reflect social fairness. This paper analyzes the connotation of bus priority and the comparative advantage of public transport, puts forward the concept of “six priorities” of public transport, and draws lessons from the advanced concepts of Singapore on how to implement the bus priority strategy in Huaian City and reflects the concept of traffic guidance and development Targeted measures.
