实现并维护社会公正是构建社保体系的基本目的,我国现实中还存在对社保体系有效性产生约束作用的影响机制,探讨社保制度内在机制的改革,就要研究社保制度的“适度公正”性;就要研究社保制度“公正与效率”的协调性;就要研究社会保障体制改革与解决现实问题能力的内在关系。在做好社保改革的具体实践中,我们应该强调推进纵横并行的社会保障制度改革思想;应该重视建立以公平正义为核心思想的社会保障道德体系;应该完善配套的社会保障立法。
To realize and maintain social justice is the basic purpose of building a social security system. In our country, there still exists an impact mechanism that has a constraining effect on the effectiveness of the social security system. When discussing the reform of the internal mechanism of social security system, it is necessary to study the “moderation and fairness” of the social security system. It is necessary to study the coordination of the social security system, “justice and efficiency,” and to study the relationship between the reform of the social security system and the ability to solve practical problems. In the concrete practice of social security reform, we should emphasize the promotion of the idea of parallel reform of social security system; we should attach importance to establishing a social security moral system based on fairness and justice as the core idea; and we should perfect the supporting social security legislation.
