云南省已经进入社会转型期,社会动荡风险增大,社会稳定要求提高。在劳动和社会保障促进社会公平、稳定社会经济作用日益突出的形势下,从保障资源和保障需求、保障水平和保障范围、能力建设与保障内容、行政管理模式与服务等视角,提出云南省劳动保障事业发展面临的主要矛盾和困难,进一步从经济发展战略、宏观政策、社会转型等方面分析造成矛盾的深层次原因,并提出解决问题的总体思路和具体政策建议。
