东江与水库联网工程旨在解决东莞中部及沿海片主要依靠无调蓄功能的东江取水,遇到枯水年份缺水严重的问题,以全面提高该片区供水保证率和应对东江突发水事件的能力。本文就该工程实施过程中的水源保护规划、供水格局调整和全面进行水价改革等方面提出几点思考和建议,以保证联网工程良性循环,早日发挥其经济、社会和生态综合效益。
Dongjiang and reservoir network project aims to solve the central and coastal Dongguan film rely mainly on non-regulation of Dongjiang water intake, encountered serious water shortage years dry problem, in order to comprehensively improve the area water supply guarantee rate and respond to unexpected events in the East River ability. In this paper, some suggestions and suggestions on water source protection planning, water supply structure adjustment and water price reform are put forward in order to ensure the virtuous circle of networked projects and bring into full play its economic, social and ecological benefits at an early date.
