我国现有应急管理体系存在法律法规缺位,预案适用性差,行动主体有限,协调机制不完善等不足。因此,加强对应急管理的研究,探索行之有效的解决之道意义重大。而社会风险、突发事件、公共危机三者之间存在着“连续统”的演化逻辑,突发事件是引发社会风险向公共危机演变的关键,是社会风险与公共危机潜在因果关系显性化的触发因子。在这种“连续统”的逻辑框架下,与之相对应地,应建立起动态的、系统的社会风险管理、突发事件应对、及公共危机治理的“三位一体”的应急管理体系。
The existing emergency management system in our country lacks of laws and regulations, the applicability of the plan is poor, the main body of action is limited, and the coordination mechanism is not perfect. Therefore, to strengthen research on emergency management and explore effective solutions is of great significance. There is a logic of evolution of “continuous system” among social risks, emergencies and public crises. Emergencies are the key to triggering the evolution of social risks to public crises and the potential causal relationship between social risks and public crises Personalized triggers. In this kind of “continuous system” logic framework, correspondingly, we should establish a dynamic and systematic emergency management of social risks, emergency response and public crisis management “Trinity ” emergency management system.
