推行承包责任制,是我国当前的一项重大改革措施。农村联产承包责任制极大地解放了生产力,取得了令人瞩目的成效。企业经营承包责任制改变了管理机制,效果良好,但也带来了一些负效应。承包责任制被引入科研单位后,发展形成为一种内部管理制度——科研单位内部承包责任制。可是,人们对科研单位内部承包责任制更是褒贬不一,赞成者和不赞成者都为自己的观点找到了足够数量的佐证。于是,如何根据科研单位的外部环境和内部状况坚持、完善和发展内部承包责任制,尚需做一番规律性的思考。 The implementation of the contract responsibility system is a major reform measure in our country. Rural contract responsibility system has greatly liberated the productive forces and has achieved remarkable results. Corporate responsibility system has changed the management mechanism, the effect is good, but it also brought some negative effects. After the contract responsibility system was introduced into scientific research units, it developed into an internal management system - the contract responsibility system within the scientific research units. However, people contradict the internal contractual responsibility system of scientific research units, and those who agree and disagree have all found enough evidence for their own opinions. Therefore, how to insist, improve and develop the system of internal contract responsibility according to the external environment and internal conditions of scientific research institutes, we still need to make some regular thinking.
