提到过年,很多人一下子就想到大红的春联,震耳的鞭炮,漫天飞舞的烟花和那一桌筹备许久的年夜饭,可见烟花爆竹在我们中国人心里有多重要。“爆竹声中一岁除,春风送暖人屠苏。千门万户瞳瞳日,总把新桃换旧符。”这首王安石的《元日》诗生动的描绘了古代人们过春节时的喜气洋洋的场面。经济发展了,生活水平提高了,幸福越来越多了,幸福感却越来越少了,过个年,也觉得没有年味了,老百姓开始怀念吃过年夜饭一家人在院里点上一串鞭炮,噼里啪啦热热闹闹地迎接新年的日子。大连、杭州、上海,陆陆续续,全国一百多个原本实行烟花爆竹禁放的城市开始逐步解禁。2005年9月9日,北京市十二届人大常委会第二十二次会议表决通过了《北京市烟花爆竹安全管理规定》(以下称《规定》)。
