由唐入宋,作为州府主要官员的录事参军,在职能定位上发生重要转变。盛唐时期,录事参军主要以监督为职。安史之乱后,录事参军逐渐获得了参与政务的职权。北宋时期,录事参军的政务官尤其是司法官身份不断强化,而传统的监督官身份在淡化;到南宋时期,录事参军终于演变成以断狱为职的专职司法官。从社会治理的层面分析,唐宋之间录事参军职能转变可谓这一时期地方治理模式转变的法律表现。
From the Tang Dynasty to the Song Dynasty, joining the army as an affair of major state officials, an important shift took place in the functional orientation. During the tang dynasty, tales mainly joined the army with supervision. After Anshun Rebellion, the recorded matter gradually joined the army to obtain the power to participate in government affairs. During the Northern Song Dynasty, the rank and file of military affairs officers, especially the judges, continued to be strengthened while the status of the traditional supervisor was diminished. In the Southern Song Dynasty, the recruitment of military officers finally turned into a full-time magistrate serving the broken prison. From the aspect of social governance, the change of the military function of recording military affairs between Tang and Song Dynasties can be described as the legal manifestation of the transformation of local governance mode during this period.
