The current earthquake mitigation work in the United States is to reduce the potential damage caused by the earthquake through the assessment of the probability of long-term seismic hazards and the rapid notification after the earthquake. Here we introduce the seismological design of the short-term hazard warning system and illustrate its feasibility. Using data from past earthquakes, our earthquake alert system (ElarmS) can be used with current TriNet instruments to issue alerts within seconds to tens of seconds before damaging ground motion. The system uses the frequency content of the P-wave arrival to determine the magnitude of the earthquake. This is a way to determine the magnitude before any destructive ground motion occurs.
