随着全球经济一体化的趋势，我国煤炭工业的发展要放到国际大环境中考虑，利用国际市场、国际资源和利用国内市场都具有重要的意义。从煤炭出口利用外资和投资融资３个方面介绍了我国煤炭工业利用国际国内两个资源、两种市场的现状。认为煤炭工业利用国际国内两种资源两个市场的主要措施是：转变观念，增强信心，迎接挑战；积极开拓市场，扩大需求；拓宽融资渠道，扩大直接融资比重；用引进外资和技术嫁接的方法改造我国煤炭企业；鼓励大型煤炭企业集团从事海外开发和进一步改善煤炭工业的投资环境。
With the trend of global economic integration, the development of China’s coal industry should be put into consideration in the international environment. It is of great significance to use the international market, international resources and utilize the domestic market. This paper introduces the utilization of both domestic and international resources and two kinds of markets in our country from three aspects of foreign investment and investment financing in coal export. The main measures taken by the coal industry to utilize the two domestic and international markets are: changing concepts, enhancing confidence and meeting challenges; actively exploring the market and expanding demand; broadening financing channels and expanding the proportion of direct financing; using the methods of introducing foreign investment and technology grafting Transform our coal enterprises; encourage large coal enterprise groups to engage in overseas development and further improve the investment environment of the coal industry.
