目的探讨贫困山区县级疾病预防控制体系建设的现状及存在的问题。方法通过对照县级疾病预防控制机构的基本职能和主要职责,调查本县履行职能的运行情况。结果本县疾病预防控制中心在两项体制改革后的三年运行当中,凸显出人力配备不足、业务用房紧缺、投入机制不完善、队伍建设乏力以及思想观念的束缚等深层问题。结论贫困地区县级疾病预防控制中心要履行好职责,各级政府就要在人力资源、业务用房和投入机制、队伍建设等方面加大投入,同时,要切实转变观念,切实把疾病预防控制工作摆在公共卫生的重要的位置上来抓紧抓好。
Objective To explore the status quo and existing problems of county-level disease prevention and control system construction in poor mountain areas. Methods By comparing the basic functions and main responsibilities of county-level disease prevention and control agencies, we investigated the operation of this county in performing its functions. Results In the three years since the implementation of the two system reforms, the CDC highlighted the deep-rooted problems of inadequate staffing, shortage of operational space, inadequate investment mechanism, weak team building, and fetters of ideas and concepts. Conclusion County CDC in impoverished areas should perform good duties and all levels of government should increase input in terms of human resources, business space and investment mechanism, team building and other aspects. At the same time, it is necessary to effectively change the concept of disease prevention and control Work in an important position in public health to grasp do a good job.
