地方政府政策执行力的强弱与政策执行效果的高低,关系到中央政府的认同度与地方公众的满意度。如何科学测量地方政府执行力是目前亟待解决的问题,而科学测量的关键在于测评指标体系的构建。本文以我国外资政策为例,在分析地方政府政策执行力影响因素的基础上,将平衡计分卡应用于地方政府执行力测评体系构建中,并选取不同地区负责招商引资的地方政府部门进行实证测评,将分析结果应用于政策实践中,以期为提高我国外资政策效能,提高地方政府外资政策执行力做出贡献。 The strength of implementation of local government policies and the effectiveness of policy implementation, relates to the recognition of the central government and local public satisfaction. How to measure the execution ability of local government scientifically is the urgent problem to be solved at present, and the key of scientific measurement lies in the construction of the evaluation index system. Taking the foreign investment policy of our country as an example, on the basis of analyzing the influencing factors of the executive power of local government, this paper applies the balanced scorecard to the construction of the evaluation system of the executive power of local governments, and selects the local government departments responsible for investment attraction in different regions for empirical research Evaluation, the analysis results will be applied to policy practice, with a view to improving the effectiveness of China’s foreign investment policies and improve the implementation of local government’s foreign investment policy to contribute.
