几十年来,上海市人口激增,城市交通问题日益严峻。为了解决这些问题、增强公共交通的吸引力,2002年,上海市推出公交优先发展的战略,随后相继推出相关办法和规划。目前上海市促进公交发展的政策主要分为为补贴、税费、路权优先三类政策工具。从国外相关国家和地区的公交规划及实施经验来看,上海市目前的公交发展政策能够取得较好的效果。有针对性的补贴与大力发展路权优先将是上海市公交未来长远发展的方向。
For decades, the population in Shanghai has exploded and the problem of urban transport has become more and more serious. In order to solve these problems and enhance the attractiveness of public transport, in 2002, Shanghai launched the strategy of giving priority to public transportation and subsequently introduced relevant measures and plans one after another. At present, the policies for promoting the development of public transport in Shanghai are mainly divided into three types of policy tools: subsidies, taxes and fees, and road rights first. From the experience of foreign countries in the planning and implementation of public transport, the current public transport development in Shanghai can achieve better results. Targeted subsidies and efforts to develop road rights priority will be the future direction of Shanghai’s public transport bus.
