学业水平测试是一种低风险测试,隶属标准参照考试。旨在为教育的决策者提供制定教育政策的基础数据,监测并比较不同地区教育水平的差异,寻求产生差异的原因。学业水平测试以独特的不具运算意义的两位数字(Two-digit))成绩编码(Coding)方式记录成绩,并以群体成绩的方式解释学生间的学术能力差异,是进行国际间或地区间教育质量监控的一种综合性测查工具。
