国家海洋局于1992年4月22日至23日在北京主持召开了“1992年海洋灾害预测会商会”。参加会议的有国家海洋环境预报中心、北海、东海、南海等各分局、海南省海洋局、海洋发展战略研究所、海洋信息中心、海洋环境监测中心、海洋局调度指挥中心等单位,会议还邀请了全国防汛总指挥部办公室、交通部安监局,石油化工总公司安监部、海洋石油工程设计公司、渤海石油公司作业协调部等单位的专家和代表,共计43人。 国家海洋局陈炳鑫副局长到会作了重要讲话,强调了海洋灾害长期预测在防灾减灾中的重要意义,指出要加强灾害长期预测方法的研究,并重申有关汛期监测、预报、通信的规章制度和规定,要求各海洋预报部门的领导及值班人员,尽心尽力、尽职尽责,以临战姿态进入汛期,努力做好今年的海洋灾害预报服务工作。会议代表对1991年海洋灾害进行了评估,对1992年海洋灾害进行了预测,经充分讨论认为,1991年我国海洋灾害比1990年有所减轻,但局部地区灾害依然严重,1992年海洋灾害仍属正常略偏轻年。
