7月21日晚,河北省保定市西北部突降特大暴雨,造成了自1963年以来致灾性最强、损失最严重、基础设施破坏最严重的特大自然灾害,当地11个县(市)、84个乡(镇)、593个村遭受不同程度洪涝灾害,受灾人口逾80万。当地通信设施遭到严重破坏,中国联通保张承长途传输网二级干线、涞源至易县本地固定电话网和移动网光缆全部被冲断,重灾区涞源、涞水、易县固定电话网点阻断82个,移动基站退服101个,涉及固网客户3.1万户。灾情发生后,河北联通省、市公司高度重视,第一时间启动应急预案,迅速组织精干人员深入灾区开展抢险工作,用忠诚与智慧谱写了一部心系群众、英勇无畏、大爱无私的感人篇章。
