目前,我国政事关系既存在传统体制导致的问题,也存在改革开放以来出现的许多新问题。西方市场经济国家公共服务改革对我们理解及理顺政事关系有重要启示与借鉴意义。因此,本文认为,应立足我国实际,借鉴各国经验,明确事业单位性质,全面实施职能审查、健全公共服务组织、完善法人治理机制、理顺政府管办关系,从而理顺政事关系,重塑公共服务体系。 At present, there are not only the problems caused by the traditional system but also the many new problems that have emerged since the reform and opening up in our country. The Reform of Public Service in Western Market Economy States Have Important Enlightenment and Reference for Us to Understand and Rationalize the Relationship between Government and Politics. Therefore, this paper argues that we should base ourselves on the reality of our country, learn from the experience of other countries, clarify the nature of public institutions, fully implement the functional review, improve the public service organizations, perfect the corporate governance mechanism, rationalize the relationship between government administration and management, service system.
