第一条本辦法為養護公路,確保運输起见,特根據政务院一九五○年公路工作决定第五項第(4)節之規定訂定之。第二條本辦法由各級公路機關分别執行之。第三條养護路辦法原则上分下列三種: (一)凡高級路面(洋灰、柏油)碎石路面及主要軍事經濟運输之交通路线,均實行道班制養護公路。(道班人數以八至十二人為一班,設班長一人。高級路面以每人养护二至四公里为原则,一般路面以每人養護一至四公里為原則)。 (二)凡重要路綫,人烟稀少,或边遠特殊地區,採用流動道班制,共養护工作繁重者,得用機械養路。 (三)凡交通運輸量較小之一般路線得以半脱離生產之代價,組织沿路具有剩餘勞動力的羣众負責養護,或配合地方政府,利用農閒,發動群众,义务养护之。第四條养護路禁例:
Article 1 These Measures are formulated for the purpose of maintaining the highways and ensuring their transport. They are formulated in accordance with the provisions of Section 5 (4) of the Decision of the State Council on Highway Work in 1950. Article 2 These measures are implemented by highway agencies at all levels. Article 3 The maintenance road approach falls into the following three categories in principle: (1) Roads for maintenance of roads are practiced on high-grade pavement (cementitious and asphalt) gravel roads and traffic routes for major military and economic transportation. (The number of people in the class is eight to twelve, one for the class leader.) The senior pavement is based on the principle of two to four kilometers of maintenance per person, and the general pavement shall be one to four kilometers per person. (B) Where important routes, sparsely populated, or remote special areas, the use of mobile classes shift system, a total of conservation and heavy work, have mechanical maintenance Road. (3) Where the general route with smaller traffic volume can be semi-detached from the cost of production, the mass organizations with surplus labor force along the road should be responsible for conservation or cooperate with local governments to make use of slack off and mobilize the masses to carry out their obligations.
