一项全球艾滋病与健康基金首先在一次八国集团会议(2000年7月于日本冲绳)形成概念并在2001年初获得联合国秘书长和世界卫生组织总干事的强有力支持。在一次主要利益相关方面协商会(2001年6月)上形成明确共识,即:
A Global AIDS and Health Fund first formed a concept at an G8 meeting (in Okinawa, Japan in July 2000) and received strong support from the Secretary-General of the United Nations and the WHO Director-General in early 2001. A clear consensus on a major stakeholder consultation (June 2001):
