人民日报今年4月7日第五版头条刊载了通讯《上与下的震荡》,文章开头说:“春节前,中共湖北省委作出决定,从省直机关选调一批优秀处、科级干部交流到地市、州县任党政副职……”而后又讲这样做如何如何好。笔者认为,公开地宣传省委越俎代庖地决定某些人到地、市县政府任职,是有悖法制建设的。按照法律程序,政府负责人应由人大决定。《上与下的震荡》一文中还说:“省委常委决定让他去担任宜昌市副市长时,李宗柏并不惊讶……”党的省委常委怎么可以任命政府的一位副市长呢?
