2006年,晋宁县在全县各乡(镇)试行党代表常任制,推出了党代表例会制度和党代表活动制度。在总结经验的基础上,2007年进一步补充完善了“三联三评”、党代表建议、议案回复等制度,探索出了相对成熟可行的党代表常任制五项制度,使乡(镇)党代表的作用得到有效发挥。
