目前,内蒙古自治区高职院校尚未实施真正意义上的院系两级管理,存在着诸如二级系部自主管理权限不足、管理效率低下、责权利不对称等问题,实施小职能、大系部改革势在必行。缩小职能部门的管理权限,扩大系部管理自主权,实施院系两级管理是新形势下高职院校改革和发展的必由之路,也是高职院校实施教育教学体制改革的必然结果,更是加强内涵式建设的根本保证。
