In June 1984, for the first time in industrial enterprises, we leased a small profit-making state-owned enterprise and a small, collectively-owned enterprise that had long been in arrears with wages and welfare costs and had poor management to lend to individuals. On the basis of the preliminary results achieved by the pilot, in 1985 we again leased 13 companies to individuals in two batches. Through leasing operations, the management of enterprises has been significantly strengthened, the mental outlook of employees has changed significantly, and the economic benefits have been significantly improved.
