近年来,中共云南省委组织部、省国资委党委以竞争性选拔为重点,大力推进省属国有企业干部人事制度改革。2004年至2009年,通过竞争性选拔方式任用(聘任)的省属国有企业领导人员27名,占59名新提拔人员的45.76%。通过竞争性选拔,增强了竞争意识,拓宽了选人用人视野,为企业领导人员能上能下、能进能出开辟了通道,提供了条件。一是公开选拔。按照公开、平等、竞争、择优原则,2004年、2007年、2009年我省开展了3批18个岗位的省属国有企
