企业标准化工作,对稳定军用产品质量,开发民品,扩大军民品市场占有率,获得预想经济效果,促进企业发展,具有决定性的作用。企业在做好技术标准工作的同时,也要做好管理标准工作,为增强企业的竞争能力,必须把标准化各方面的工作都做好。1 学习贯彻《标准化法》的启示 《标准化法》对技术标准明确了强制性标准和推荐性标准,原则规定了国家标准、地方标准、行业标准、企业标准的制定程序,实施办法和法律责任。我们在学习贯彻《标准化法》的过程中,认真总结建矿30多年来执行原苏联铀矿冶标准,保证矿山建设和生产顺利进行的标准化工作。通过对现行2425个标准（管理标准10个,技术标准2415个）和616个制度、法规、条例的整理分析,从中发现管理标准所占比重仅为0.4％。企业技术标准的推行是以一定的规章制度和人的习惯认识为基础的,无疑这样的基础随着人们强调程度而起落,既显得脆弱又缺乏立法保证。因此,加强管理标准建设,充分发挥管理标准对技术标准满足生产经营技术需要的保证作用是十分必要的。
The standardization of enterprises plays a decisive role in stabilizing the quality of military products, developing civilian products, expanding the market share of military and civilian products, obtaining the expected economic results, and promoting the development of enterprises. While doing a good job of technical standards, enterprises must also do a good job in management standards. To enhance the competitiveness of enterprises, all aspects of standardization work must be done well. 1 Enlightenment from studying and implementing the “Standardization Law” The “Standardization Law” defines the mandatory standards and the recommended standards for technical standards. The principles stipulate the procedures for the formulation of national standards, local standards, industry standards, and enterprise standards, as well as implementation measures and legal responsibilities. In the course of studying and implementing the “Standardization Law,” we have carefully summarized the standardization of the former Soviet Union’s uranium mining and metallurgical standards for the construction of mines for over 30 years to ensure the smooth construction and production of mines. Through the analysis of the current 2425 standards (10 management standards, 2415 technical standards) and 616 systems, regulations, and regulations, it is found that the proportion of management standards is only 0.4%. The implementation of enterprise technical standards is based on certain rules and regulations and the understanding of people’s habits. Undoubtedly, such a foundation will rise and fall with the degree of people’s emphasis, showing weakness and lack of legislative guarantees. Therefore, it is necessary to strengthen the construction of management standards and give full play to the management standards to ensure that technical standards meet the needs of production and operation technology.
