This article is the joint opinion of the council of the Chinese Society of Physics and the physicists working at the preparatory meeting for the first scientific worker’s congress of China in China. After finishing the work, Mr. Wu Youxun presented the report on the preparatory meeting for the China National Educators’ , Finally finishing by my pen.
