党的十八届五中全会提出,创新是引领发展的第一动力,必须把创新摆在国家发展全局的核心位置。十三五规划体现了创新、协调、绿色、开放、共享的五大发展理念,将坚持创新发展被摆在国家发展全局的核心位置。这也意味着中国经济的引擎要从要素驱动转向创新驱动。 The Fifth Plenary Session of the 18th CPC Central Committee proposed that innovation is the first impetus to development and must place innovation at the core of the overall national development. The 13th Five-Year Plan reflects the five major development concepts of innovation, coordination, greenness, openness and sharing and will insist that innovation and development are placed at the core of the overall national development. It also means that the engine of China’s economy should shift from factor-driven to innovation-driven.
