在世界政治经济形势发生显著变化的背景下,WTO新一轮多边贸易谈判不断遭遇挫折,谈判进度缓慢。对WTO的决策机制进行改革被看作是解决当前问题的一种方法。本文将着重对现有决策机制的实质,如何对决策机制进行改革,可能遇到的难题以及如何权衡利弊进行分析,以求在WTO条件不多边贸易的进一步发展提供参考。
Against the background of marked changes in the political and economic situation in the world, the WTO round of multilateral trade negotiations has suffered setbacks and the negotiation progress has been slow. Reforming the WTO’s decision-making mechanism is seen as a solution to the current problems. This article will focus on the essence of the existing decision-making mechanism, how to reform the decision-making mechanism, possible problems and how to weigh the advantages and disadvantages for analysis in order to provide reference for the further development of multilateral trade under WTO conditions.
