近年来,我国社会组织发展迅速。截至2013年年底,在民政部门登记注册的组织数量已达54万多家,自2000年以来保持了年均10.2%的增长速度,几乎成为遍及社会生活各个方面、各个层次、各个领域的一种普遍的社会力量。如何将社会组织有效纳入国家治理体系和治理能力现代化的进程中,发挥它们的积极作用,抑制它们的消极作用,需要在新的形势下完善和发展党对社会组织的领导。
