去年秋征公粮入仓后,在各级政府和粮食部门的重视保管以及广大群众的积极帮助保护下,大大减少了霉烂现象,保证了粮食安全。但由于去冬雨水较多,仓房条件低劣,部份存粮水分还在百分之十五以上;在此春暖季节,仓底反潮,粮食发热、生虫、变质等现象必将发生。加之在此大力镇压反革命之际,少数暗藏着的反革命分子、特务土匪,可能破坏公粮与仓屋以遂其报复阴谋,如平度县有一仓库发现燃烧弹,寿南、栖霞两县各有仓房发生火警,以及德州、惠民两专区一、二月份所发生的二十五起公粮被盗,我们必须提高警惕,彻底纠正麻痺思想,加强公粮保管工作,以减少一切不应有的损失,保证国家资财的安全。为此特遵照政务院财政经济委员会加强公粮保管以防霉烂的指示精神,对本省当前保粮工作,作如下的指示:

For this purpose, in accordance with the instructions of the Financial and Economic Committee of the Financial Affairs Bureau of the State Council to strengthen the protection of public grains in order to prevent mildew, the current instructions on grain preservation in the province are as follows:
