用风险效用取代购电费用最小作为区域阻塞管理的目标函数 ,提出了全新的基于风险的区域阻塞管理算法 (RBCM)。为了论证其可行性 ,文中结合区域间传输线路过载风险进行了定量分析。在此基础上 ,定义了风险效用函数来协调利润与风险的关系 ,通过 IEEE3 0节点的算例证明该方法可行。电力市场阻塞管理与风险评估相结合符合市场化运营规律 ,有利于协调安全性与经济性这一基本矛盾
A new risk-based regional congestion management algorithm (RBCM) is proposed by using the risk utility instead of the minimum purchase cost as the objective function of regional congestion management. In order to demonstrate its feasibility, this paper quantitatively analyzes the risk of overloading between transmission lines in an area. On this basis, the risk utility function is defined to coordinate the relationship between profit and risk. The example of IEEE30 nodes shows that the method is feasible. The combination of congestion management and risk assessment in the power market is in line with the market-based operation rules and is conducive to the coordination of the basic contradiction between safety and economy
