In 2010, the Swedish Education Department revised the nationwide pre-primary curricula program which was promulgated in 1998 and defined it as a new guideline for the national curriculum of pre-primary education which was implemented in 2011. In the reform of preschool education curriculum, Sweden has always placed educational democracy and fairness at the top of the list while paying great attention to the efficiency and quality of education. Since the enactment of a nationwide program of pre-primary curricula in 1998, the Swedish Education Department has tried its best to balance the efficiency and fairness of education. However, there is a lack of provisions on quality assessment and accountability. In order to fully reflect the fairness of education and effectively improve the quality of pre-school education, the Swedish Education Department has revised the program of pre-primary education which was promulgated in 1998. The course is revised to me
