世界主要海军力量已经重新认识到新的两栖战能力的重要性。由于冷战的结束,海军力量已从两大集团的远洋对峙,发展成为大国海军在近海水域应付中小国家海军突击、登陆战、反恐怖、救灾、维和任务等多种角色的转变,两栖力量正是体现上述任务的重要角色。同时,90年代新建的两栖舰也开始体现这一时期的建造特点。一般而言,冷战之后的军事行动较频繁,但不那么激烈,与二次世界大战时的两栖进攻方式截然不同。在这种具有挑战性的环境中,满足多种用途的两栖战舰是必不可少的。这种舰船具有的作用是:参与指挥特遣部队、两栖登陆部队的运输、本土以外部署兵力的后勤保障。
