《森林法》的实施不等于《森林法》的实现,通过对《森林法》实施与实现之间的区别和联系、以及违背《森林法》条款的主要现象进行分析,指出《森林法》的实现要受到《森林法》的定位、立法、守法、执法、法律监督等五个方面因素的影响,进而提出了要使《森林法》得以实现,应该从提高全体公民的法律意识、立法的客观性与科学性的统一、完善执法体制和建立健全法律监督体系等方面采取切实有效的对策和措施。
