实践中,因石油长输管道总承包工程物资采购具有较大采购数量、较高成本费用以及管理繁琐性等特点,风险隐患不可避免。不仅有因外部条件因素而带来的风险,而且内部管理不善也会造成风险的发生。加强采购风险管理,严厉抵制物资采购风险,能够促使工程承包商严格根据合同办事,这对项目质量、项目工期、成本目标提供了重要保障,同时,这也是工程承包商实现利益的最佳途径。本文首先分析了石油长输管道总承包工程采购风险因素,其次提出了采购风险管理策略。
In practice, due to the characteristics of the procurement of general contracting materials for long-distance pipeline projects, such as large purchase amount, high cost, and complicated management, potential risks are inevitable. Not only because of the external conditions of the risks, but also the internal management of poor risk will occur. The strengthening of procurement risk management and the strict resistance to the risk of material procurement can prompt the project contractors to strictly act according to the contract. This provides an important guarantee for project quality, project duration and cost targets, and is also the best way for project contractors to realize their benefits. This paper first analyzes the risk factors of EPC procurement in long-distance pipeline project, and then puts forward the procurement risk management strategy.
