国家外国专家局已将公共卫生突发事件应急管理培训列入“十一五”规划引智重点项目之中,成为“和谐之光引智工程”的重要组成部分。在今后的工作中,将引进国外专家和派出培训学习有机结合起来,注重成效,积极推动地方应急管理工作的开展,更好地为构建社会主义和谐社会服务。在出国培训方面,从2004年至今,国家外国专家局已分别组织了“政府应急管理培训团”、“公共卫生突发事件应急管理监测”等十多个团组赴美国、西班牙、澳大利亚、英国和德国等国家进行培训,学习借鉴国外先进经验。本期特别策划,我们特别收录了北京市东城区卫生局副局长徐工学、合肥市卫生局应急办主任龚仁俊、济南市中心医院李云教授谈他们是如何带着问题走,拿着方案归,结合本地区本部门公共安全的实际,借鉴国外先进经验,对本部门的应急工作或制定或提出了修改建议,达到出国学习培训的预期目的。比较发达国家的公共卫生应急管理而言,我国在体制上、观念上、执行上都是相对落后的,我们应该根据中国国情,发扬我们自己好的方面,借鉴和学习西方国家先进的运作机制、技术和管理理念,走出一条中国式的道路。
The State Administration of Foreign Experts Affairs has included public health emergencies emergency management training in key projects of the “Eleventh Five-Year Plan” for intelligence introduction, and has become an important part of the “Harmonious Light Guidance Project”. In the future work, the introduction of foreign experts and sending out training and learning will be organically combined to focus on results, actively promote the development of local emergency management work, and better serve the building of a socialist harmonious society. In terms of training abroad, from 2004 to the present, the State Bureau of Foreign Experts has organized more than 10 missions such as the “Government Emergency Management Training Team” and the “Monitoring of Public Health Emergencies Emergency Management” to the United States and Spain. Australia, the United Kingdom, Germany, and other countries conduct training to learn from advanced foreign experience. In this issue of special planning, we specially included Xu Gongxue, Deputy Director of the Health Department of Dongcheng District in Beijing, Gong Renjun, Emergency Director of the Hefei Health Bureau, and Professor Li Yun of the Jinan Central Hospital. They discussed how they took the problem and took the project. In combination with the actual situation of the public safety of this sector in the region, and drawing lessons from foreign advanced experience, it has formulated or proposed amendments to the emergency work of this department, and has achieved the intended purpose of studying abroad for training. Compared with the public health emergency management in developed countries, our country is relatively backward in terms of system, concept, and implementation. We should promote our own good aspects in light of China’s national conditions, learn from and learn from the advanced operating mechanisms of Western countries, Technology and management concepts have come out of a Chinese-style road.
