美国并非一开始就实行联邦制,而是经历了由邦联制向联邦制的转变。美国中央与地方分权的总趋势则是联邦权力的逐渐扩大、州权的逐步削弱,最终使联邦能牢牢地控制诸州。本文就美国独立后从邦联制到联邦制的演变、联邦和州在权力分配上是如何发展等问题,作简要论述。
Instead of implementing federalism from the very beginning, the United States has undergone a transition from confederation to federalism. The general tendency for the United States to decentralize the Central Government and the local government is to gradually broaden the federal power and to gradually weaken the state power, which will eventually enable the federal government to firmly control the states. This article briefly discusses the evolution of the federal system from confederation to federalism after the independence of the United States and the development of the federal and state powers.
