全国矿产资源开发管理会议是实施《矿产资源法》的动员会、准备会.国务院领导对这个会非常重视.万里、李鹏副总理一直关注会议的召开.国务委员宋健同志受国务院委托,会前听取了会议筹备情况的汇报,在会议开幕时又作了重要讲话,为开好这次会议以及贯彻执行《矿产资源法》指明了方向.朱训同志代表会议领导小组作了报告,对贯彻执行《矿产资源法》提出了指导性意见和要求.这次会议收到了很好效果,基本上达到了预期的目的,为贯彻实施《矿产资源法》开了一个好头.会议讨论中代表们提出了许多值得认真研究的问题和建议.现在,我讲几点意见:
