When this magazine was delivered to readers, the Fourth Session of the Ninth National People's Congress (NPC) just concluded its curtain has approved the Outline for the Tenth Five-Year Plan for National Economic and Social Development of the People's Republic of China (hereinafter referred to as ”the Outline“ ).
