根据目前形势和中央人民政府对全国任务的指示及华北地区的基本情况,华北区各级人民政府,在一九五一年内应努力完成下列几项主要工作任务,以为今后大规模的经济建设进一步奠定基础。第一、继续深入抗美援朝和反美爱国运动,反对美帝国主义重新武装日本和破坏世界和平的阴谋,加强支援抗美援朝前线的工作,彻底扫除帝国主义文化侵略的影响,有步骤地消灭美帝国主义侵华的一切文化据点,提高广大人民热爱祖国、仇视美帝国主义的觉悟程度。这是当前的也是长期的中心政治任务。各级人民政府必须充分重视这一运动的领导,使这一运动深入到小城镇及广大乡村中去;特别要注意作出具体计划,使这一运动贯彻到各项实际工作中去,使每处每人都受到抗美援朝的教育,以推动各项工作的开展。第二、进一步恢复和发展华北工、农业生产。
