Reality and Challenges State-owned forest areas are mainly distributed in the northeast, northwest and southwest of China and are under the jurisdiction of the 21 general departments of Heilongjiang Provincial Forestry Administration, Yichun Forestry Administration and Heihe Forestry Administration. It has an area of 35,166,000 hectares, an area of 22,865,000 hectares of forest land and an accumulated volume of 2,418,160,000 m 3. It has 952,000 forestry workers and staff members (for the 1985 statistics) and is the largest forestry production base in the country. Heilongjiang forest area is an emerald in our state-owned forest area, development and construction began in the forties of this century, with time
