央企境外投资进入风险高峰期,应建立严格的制度约束。欧美债务危机、利比亚战争、中东动荡,2011年世界政治经济形势可谓“步步惊心”。面对2012年境外投资可能面临的风险,国资委提前给央企打了“预防针”。国资委日前发布《关于2012年中央企业开展全面风险管理工作有关事项的通知》(以下简称“《通知》”),要求央企警惕地缘政治变动等风险,加强对未来风险总体形势的研判。
The central enterprises overseas investment into the peak period of risk, should establish a strict system constraints. Europe and the United States debt crisis, the Libya war, the Middle East turmoil, the world political and economic situation in 2011 can be described as “startling”. In the face of the risks that overseas investment may face in 2012, the SASAC has preliminarily issued a “prevention needle” to the central government. SASAC recently released the Notice on Relevant Matters Concerning the Overall Risk Management Conducted by Central Enterprises in 2012 (hereinafter referred to as “Notice”), requiring central SOEs to be vigilant against risks such as geopolitical changes and to strengthen their judgment on the general situation of future risks.
