恩施州在对外开放、承接产业转移上经历了自发营运、规范运行和快速发展三个阶段。目前,承接产业转移规模不大,投资额小。其主要原因在于东部企业缺乏产业转移的压力和动力,恩施州也缺乏承接产业转移的吸引力。为此,从政策取向上,应充分利用廉价生产要素,发展具有比较优势的特色产业,构筑产业基础;切实转变政府职能,为市场主体创造良好的发展环境。
