我国为转变经济增长方式作出了艰辛的努力,但粗放型经济增长方式尚未根本转变。经济体制转变与经济增长方式转变同时提出并不等于“两个转变”的同步实现。从“两个转变”的方针理念到“两个转变”举措的实施,有一个长期的实践创新过程。“十二五”期间要根本转变经济增长方式,必须在“两个转变”互动上下功夫。必须确保实现节能减排目标,建立健全并严格实施节能减排的法规要求,根据经济发展方式转变与经济体制转变所具有的内在关联性实施经济增长方式转变的政策措施;经济体制转变围绕经济发展方式转变来展开,经济发展方式转变以经济体制转变为支撑。
My country has made arduous efforts to transform the mode of economic growth. However, the extensive mode of economic growth has not fundamentally changed yet. The simultaneous transformation of the economic system and the transformation of economic growth does not mean the simultaneous realization of “two changes.” From the concept of “two transformations” to the implementation of the “two transformations” initiative, there is a long-term practice of innovation. During the “Twelfth Five-Year Plan” period, we must fundamentally transform the mode of economic growth and must work hard on the interaction of “two changes.” We must ensure that the goals of energy conservation and emission reduction are fulfilled, establish and improve the laws and regulations on energy conservation and emission reduction, and implement the policy measures of transforming the mode of economic growth according to the intrinsic connection between the transformation of economic development mode and the transformation of economic system.
