上海科技体制改革从1978年起步,在党的十一届三中全会路线的指引下,针对科技体制方面的弊端和问题,从科研机构的内部到外部,从试点到逐步发展,从微观到宏观,采取了一系列改革措施。1985年3月《中共中央关于科学技术体制改革的决定》发布后,又进一步推动了上海科技体制改革的深入发展。10年来,围绕营解决科研和生产“两张皮”的问题,为增强科研机构的活力,调动科技人员的积极性,我们进行了多种探索和实践,取得了较好的效果。

In the past 10 years, we have conducted many explorations and practices around the camp to solve the problem of scientific research and production of “two skins” in order to enhance the vitality of scientific research institutes and mobilize the enthusiasm of scientists and technologists.
