After the Songhua River water pollution accident took place in 2005, the Central Party Committee and the State Council attached great importance to including the prevention and control of water pollution in the Songhua River Basin in the Outline of the 11th Five-Year Plan for National Economic and Social Development. The State Council has formulated the “Plan for the Prevention and Control of Water Pollution in the Songhua River Basin (2006-2010)”, with a total of 222 priority screening and planning projects, including industrial management projects, urban sewage treatment and recycling facilities construction projects
