我国已建成各类水库大坝84000座,水库数量高居世界首位。在经济建设与社会生活中起着重要作用,是国民经济重要的基础产业和基础设施,但是,由于历史等方面原因,大坝安全存在很多问题,存在大量的病险水库,管理设施也十分落后,所以,我国大坝安全管理水平急待提高,通过对美国、加拿大水库大坝管理现状的实地考察,认识到先进的管理不仅要具有完善的管理机构、管理法规及检查制度,还要有科学的管理模式和内容,以及先进的设备和高素质的管理人员,我国应在大坝安全法规建设、组织机构、人才培养和设备管理等方面学习国外的先进技术与管理经验,以提高我国水库大坝的管理水平。
