科技成果是科技人员创造性劳动的结晶,对科技成果进行客观、公正的鉴别和评价,是一项学术性、政策性很强的工作。既不能夸大科技成果的意义和水平,也不能缩小科技成果的价值和作用,必须坚持实事求是的原则,提出确切、恰当地鉴评意见。这不仅是肯定科技人员所做的大量工作和对研究成果所得出的结论、取得的经验教训进行总结、也为计划部门对该项成果的推广应用,避免重复立项和低水平研究提供了依据。同时,还为将来承担单位申请奖励,各级奖励部门和专家评委评审时提
