有线电视从模拟向数字整体转换这件大事能否真正办成,除了国家政府的组织领导和政策保障外,关键在于能否得到人民群众的理解认可和支持配合。而人民群众理解认可和支持配合的前提条件,则是整体转换要给他们带来真正的实惠。因此,这项工作就必须自觉坚守以下几个基本底线:不能损害用户视听消费的基本权益、不能提高用户视听消费的实际成本、不能增加用户视听消费的操作难度、不能剥夺用户视听消费的选择权利。
